xtreemhost is well worth considering
I've been hosting two websites with xtreemhost for 2 years. Here's my summary:
Uptime - very good. Monitored with Pingdom and uptime is better than 99.5%
Response Time - the achilles heel of the free package - html load time is around 1.5seconds
Security - no problems so far - always seems to be up to date with PHP, Apache and MySQL releases.
FTP speed is limited which makes backups slow.
File size limit of 4MB and no audio / video files allowed - if you're using large/multimedia files, you will have to host them externally (youtube etc)
Support - in my experience, the support staff are very fast and helpful.
Ads - none

best free hosting ever!
I'm so excited that I finally found a decent and reliable host.
Their support is so efficient and fast. They helped me fixing a bug in my code within minutes.

Worst Host I have used
I used freewebs, ive used x10hosting, ive used byethost, ive used a ton of others i cant remember. These guys suspended my account with no warning, because I used the word secure[ securegaming was the site and it was to be a community for gamers] that some stupid phisher had used. I didnt get a chance to defend myself And when i asked to be able to backup my work[Which the admin told me i could do] I was banned from the forums.
They dont give a rip about their members and will suspend your account and lock it with no good reason or warning.

First of all they do not accept hotmail or live email addresses and Internet Explorer will not work so they can shove thier Linux crap up some foxe's ***
